HB 3600 - Esquivel
Authorizes counties to adopt premium service program for development review permits. Sunsets January 2, 2015.
HB 3601 - Stiegler
Directs administrative law judge to conduct implied consent hearing by telephone or other two-way electronic communication device.
Establishes fee for requesting hearing. Directs Department of Transportation to waive or reduce fee for persons who are indigent.
Modifies qualifications for police officers authorized to present evidence and question witnesses at implied consent hearing.
Declares emergency, effective on passage.
HB 3602 - Jenson
Makes forfeiture of hydroelectric project license due to nonuse subject to same presumption, rebuttal of presumption and process applicable for forfeiture of water right due to nonuse.
Deletes provision terminating license of hydroelectric project that transfers to state or municipal corporation by sale upon foreclosure, execution or other involuntary means.
Declares emergency, effective on passage.

Repeals health insurance premium assessment.

HB 3604 - Bailey
Requires contracting agency that issues request for proposals or invitation to bid for construction related to interstate bridge to include preference for products, materials and components fabricated in close proximity to site at which products, materials and components will be used and to consider, consistent with life cycle analysis, whether products, materials and components will help state to meet greenhouse gas reduction targets.
Requires contracting agency to give preference to procuring goods for public use that are manufactured close to location at which goods will be used and to goods for which life cycle analysis shows that methods and materials used in manufacturing, using and disposing of goods will help state meet greenhouse gas reduction targets.
Declares emergency, effective on passage.
HB 3605 - Doherty
Deletes maximum loan amount permitted from Oregon Business Development Fund for applicants proposing business development projects. Increases maximum amount of loan that may be approved by Director of Oregon Business Development Department. Removes security and collateral requirements for business development loans.
Appropriates moneys from Tax Amnesty Fund or General Fund to Oregon Business Development Fund.

HB 3606 - Schaufler
Modifies provisions related to determination of return share and return share by weight of certain covered electronic devices.

HB 3607 - Kennemer
Requires health insurers to report information to Director of Department of Consumer and Business Services regarding customary and usual fee paid for services of clinical social worker.
Requires House interim committee on health care to study reimbursement rates established by insurers for behavioral health care providers and interplay of such rates with mental health parity requirements.

HB 3608 - Thompson, Sprenger, Schaufler
Establishes tax credit for transportation of woody biomass from forest management operations to biofuel producer.
Establishes tax credit for biomass electrical generation based on kilowatt hours of electricity produced.
Establishes tax credit for purchase of equipment to collect or process waste materials or to manufacture product from waste materials.
Applies to tax years beginning on or after January 1, 2010. Directs State Department of Energy to conduct study of biomass facility sites in state. Takes effect on 91st day following adjournment sine die.
HB 3609 - Olson
Permits enterprise zone sponsor to waive employment requirements and extend property tax exemption period for authorized business firms under certain economic conditions.
Takes effect on 91st day following adjournment sine die.
HB 3610 - Garrard
Specifies date by which trustee must provide affidavit of compliance with requirement to meet with grantor and review grantor’s request to modify mortgage loan.

HB 3611 - Maurer
Creates subtraction from federal taxable income for health insurance premium payments made during tax year by individual taxpayer for health benefit coverage of taxpayer, taxpayer’s spouse or dependents.
Applies to tax years beginning on or after January 1, 2010.
HB 3612 - Buckley
Allows repayment, one tax year at time, of additional ad valorem property taxes owing due to correction of error or omission of property in prior tax years.
Applies to property tax years beginning on or after July 1, 2010. Takes effect on 91st day following adjournment sine die.
HB 3613 - Cannon
Prohibits leasing for purposes of exploration, development or production of oil, gas or sulfur in territorial sea. Excludes exploration for scientific or academic research purposes or geologic survey activities. Requires that exploration for oil, gas or sulfur in territorial sea conform to certain standards.

HB 3614 - Thatcher
Establishes Task Force on Core Functions of Government. Sunsets task force on date of convening of next regular biennial legislative session. Declares emergency, effective on passage.
HB 3615 - Kahl
