HB 3616 - Riley

Establishes requirements to be met before applicant seeking to construct liquefied natural gas import terminal or related pipeline may be issued specified permits and authorizations.

HB 3617 - Hunt

Allows existing special district or county service district to continue to provide services for newly incorporated city if petitioners propose and voters approve of continuance.
Declares emergency, effective on passage.

HB 3618 - Dembrow

Modifies definition of “home care worker” for purpose of providing workers’ compensation to certain individuals who receive compensation from Department of Human Services, area agencies or other public agencies. Requires department, area agencies and other public agencies to collect names of, and other information pertaining to, those individuals before October 1, 2010. Requires department to keep and maintain information until July 1, 2013.
Provides workers’ compensation to certain individuals who receive compensation from department, area agencies or other public agencies beginning January 1, 2011. Requires inclusion of names of, and other information pertaining to, those individuals in registry maintained by Home Care Commission on or after July 1, 2013.
Declares emergency, effective on passage.

HB 3619 - Komp

Establishes Task Force on Education Career Preparation and Development for purpose of improving effectiveness of school teachers, administrators and counselors by building stronger connections between education career preparation institutions and employers of education professionals.
Sunsets task force on date of convening of next regular biennial legislative session. Declares emergency, effective on passage.

HB 3620 - Freeman

Creates income tax credit for capital improvements to business facilities or homes that are commenced prior to later of May 1, 2010, or effective date of Act. Limits amount each taxpayer may claim. Establishes requirements for certification of capital improvements.
Applies to tax years beginning on or after January 1, 2010. Takes effect on 91st day following adjournment sine die.

HB 3621 - Roblan

Authorizes certified backflow tester to test, install, repair and maintain certain backflow assemblies. Exempts employer of certified backflow tester from licensure as plumbing business for backflow assembly work by tester. Exempts certified backflow tester from plumber licensing requirement.
Creates cross-connection and backflow assembly specialty certificate program for journeyman plumbers and apprentice plumbers. Requires specialty certificate program to be operational no later than January 1, 2011.
Restricts testing, installation, repair and maintenance of certain backflow assemblies to plumbers holding cross-connection and backflow assembly specialty certificate. Applies to backflow assembly testing, installation, repair and maintenance work performed on or after July 1, 2011. Makes violation subject to civil penalty, not to exceed $5,000 per offense or $1,000 for each day of continuing offense.
Declares emergency, effective on passage.

HB 3622 - Garrett

Excludes accidental death and dismemberment insurance from definition of “health plan” for purposes of insurance premium assessment.

HB 3623 - Barton

Requires Oregon Liquor Control Commission to include informational materials regarding human trafficking with certain license renewal notices, if materials are supplied by nonprofit organization. Applies to license renewal notices that commission sends before January 1, 2012.
Declares emergency, effective on passage.

HB 3624 - Holvey

Requires appraisal management companies to register with Appraiser Certification and Licensure Board. Establishes standards for appraisal management companies. Prohibits appraisal management companies from attempting to influence appraisals, altering completed appraisal reports or placing certain requirements on independent contractor appraisers.
Directs board to establish dispute resolution process. Authorizes board to impose civil penalties on appraisal management companies.
Declares emergency, effective on passage.

HB 3625 - Tomei

Designates May of each year as Maternal Mental Health Awareness Month.

HB 3626 - Kotek

Directs Department of Education to establish pilot program for purpose of providing comprehensive vision screenings to students.

HB 3627 - Read

Creates personal income tax subtraction for investment of severance pay in small business if certain requirements are met.
Applies to tax years beginning on or after January 1, 2010, and before January 1, 2014. Takes effect on 91st day following adjournment sine die.

HB 3628 - Clem

Authorizes Superintendent of Public Instruction to enter into contract for purpose of ensuring that Chinese language is available to public school students.
Declares emergency, effective on passage.

HB 3629 - Wingard (at the request of Oregon Pawnbrokers Assn)

Specifies length of term for which pawnbroker may renew pledge loan, when pledgor renews pledge loan and date on which grace period for redeeming pledge loan begins.
Declares emergency, effective on passage.

HB 3630 - Matthews

Authorizes county court or board to adopt forced release plan authorizing supervision of persons on forced release.
