HB 3631 - VanOrman
Prohibits insurer from treating injuries sustained from sexual violence as preexisting condition for coverage, underwriting or rating purposes.

HB 3632 - Witt
Requires Oregon Health Authority to study viability of implementing pay or play system of employer-based health insurance coverage in Oregon and to report results of study and, if system is viable, proposed plan for implementation to interim legislative committees.

HB 3633 - Boone
Clarifies state goal for Oregon’s retail electrical load and specifies that by 2025 at least half of eight percent goal must be derived from tidal energy, ocean thermal energy, wind energy generated from jetty-mounted device or wave energy generated from jetty-mounted device.

Provides victims of crime with certain rights in habeas corpus proceedings, direct appeals, post-conviction relief proceedings, proceedings conducted by the Psychiatric Security Review Board and proceedings conducted by the State Board of Parole and Post-Prison Supervision.

HB 3636 - Cameron
Establishes Oregon Other Funds Reserve Fund. Transfers amounts from dedicated or contin- uously appropriated Other Funds accounts or funds to reserve fund. Transfers interest from reserve fund to State School Fund. Specifies circumstances under which amounts transferred to reserve fund may be modified or appropriated.
Takes effect on 91st day following adjournment sine die.
HB 3637 - Bruun
Creates income tax credit for hiring of qualified employees by taxpayer. Applies to tax years beginning on or after January 1, 2011, and prior to January 1, 2012.
Permits corporations operating emerging businesses to defer corporate excise and income taxes. Establishes maximum amount and duration of deferred taxes. Directs Oregon Business Development Department to publicize and promote availability of tax deferral. Applies to tax years beginning on or after January 1, 2010, and before January 1, 2018.
Allows deferral of gain, for purposes of state personal income taxes, on sale or other disposition of capital asset if proceeds are reinvested in qualified business interests, qualified investment funds or qualified business assets. Applies to gain incurred from disposition of capital assets in tax years beginning on or after January 1, 2010, and before January 1, 2011.
Takes effect on 91st day following adjournment sine die.
HB 3638 - Hanna
Prohibits former member of Legislative Assembly from receiving salary for serving as public official in state government during period beginning on date person ceases being member and ending on date of adjournment sine die of next regular legislative session.

HB 3639 - Greg Smith
Establishes program for education loan repayment for providers of primary care. Creates Primary Care Student Loan Repayment Fund. Continuously appropriates moneys in fund to Oregon Student Assistance Commission for purposes of paying student loan repayment assistance under program.
HB 3640 - Hoyle
Requires county assessor in county with population of more than 340,000 to cancel property tax assessment for manufactured structures if total assessed value of all manufactured structures taxa- ble as personal property of taxpayer is less than $12,500.

Limits amount of biennial appropriations by Legislative Assembly. Specifies what constitutes appropriation. Exempts certain appropriations. Specifies when revenues that exceed amount of limit are transferred to Oregon Rainy Day Fund. Modifies conditions under which moneys may be appro- priated from Oregon Rainy Day Fund. Modifies limit on amount that may be transferred to Oregon Rainy Day Fund.

HB 3643 - Cowan & Gelser
Limits for six-year period beginning July 1, 2009, payment of expenses from bond proceeds and other revenues, including federal funds, collected or received by Oregon University System for con- struction of Marine Mammal and Genomics Building by Oregon State University at Hatfield Marine Science Center.
Establishes account related to issuance of general obligation bonds under Article XI-G of Oregon Constitution.
Specifies that capital construction provisions become operative if Oregon State University re- ceives federal grant in specified amount from National Institute of Standards and Technology for building construction.
Becomes operative on day after date Legislative Counsel and Legislative Fiscal Officer receive notice from Oregon Department of Administrative Services of award of federal grant.

Creates Oregon Economic Gardening Council.

Allows public utility full cost recovery for hydrogen power station investments. Allows hydrogen power stations using anhydrous ammonia to qualify for renewable portfolio standards.
HB 3646 - Frederick
Authorizes proceeds of private activity revenue bonds to be used for management and operation of eligible projects.
Requires related agency, or State Treasurer, to pledge or use moneys received to subsidize borrowing costs to repay bonds for which subsidy was provided.
