SB 1032 - Environment & Natural Resources
Creates unlawful practice of manufacturing, distributing or selling liquid or food in container made with bisphenol A if liquid or food is intended primarily for consumption by child under three years of age.
Creates unlawful practice of manufacturing, distributing or selling container made with bisphenol A if container is designed to be filled with liquid or food intended primarily for consumption by child under three years of age.
Takes effect January 1, 2012.

Exempts first $2,400 in unemployment compensation from Oregon personal income tax for tax years beginning on or after January 1, 2009, and before January 1, 2010. Removes exception to connection to federal law for purposes of tax treatment of unemployment compensation benefits.

Directs specified state agencies, boards and commissions to report to Legislative Assembly or Emergency Board on plan to reduce funding level of agency, board or commission by specified percentage below legislatively approved budget for agency, board or commission for biennium beginning July 1, 2009.
Directs specified state agencies to maintain expenditures at level equal to level of legislatively approved budget for agency for biennium ending June 30, 2009.
Suspends cost-of-living increases, salary step increases, upward reclassifications, filling of vacant positions, creation of new positions and out-of-state travel for employees of specified state agencies. Suspends purchases of additional goods or supplies.

Reauthorizes establishment of guest ranches on land zoned for exclusive farm use in eastern Oregon. Deems guest ranches established under sunsetted law to be conforming use under new authority for guest ranches.

Allows for-profit private club to qualify for full on-premises sales license for alcoholic liquor.
Eliminates statutory criteria for nonprofit private club to qualify for full on-premises sales license. Allows issuance of full on-premises sales license to nonprofit private club qualifying under Oregon Liquor Control Commission rules.
Applies to licenses issued or renewed 90 or more days after effective date of Act. Declares emergency, effective on passage.

Directs Office for Oregon Health Policy and Research to establish and maintain universal provider registry and provide Department of Human Services, Oregon Health Authority and Home Care Commission with access to registry. Precludes use of public funds to support employment of care providers not enrolled in registry.
